The release owner is the one responsible for delivering the rewards. That is because the release owner agrees in the Post-Selection Terms to act as intermediary between the producer and the releasing label. This also means that the producer's point of contact is the release owner (not the label).

So in this scenario, the releasing label is not responsible for delivering the payments and incentives to the producers of signed tracks on G=TE (but they will most likely need to pay the release owner under separate contracts).
